Default Statutory Declaration for Vetassess

Hi Expats,

One of my seniors from my previous employer has agreed to give me a statutory declaration. We both were in the same vertical but in different projects under the same vertical. I worked in this company from Jan'2012 - Apr'2013 and I worked with him on one of the projects from Dec'2012-Feb'2013. So its like vertical name was XYZ and under XYZ there were different projects. From Jan'2012-Nov'2013 I worked in project A and from Dec'2012-Feb'2013 in project B and in Project B he was my senior. I was not reporting to him though and we both had same managers. I have two questions.

1. Will a statutory declaration from him work for Vetassess as well as DIBP.
2. Secondly, he is staying in Bangalore and I am staying in Delhi. He spoke to me and told me that he is keeping extremely busy due to a family emergency and would not be able to take out time to go to Notary for SD. In this case, can I buy the stamp paper from Noida and get the matter printed on it and then courier it to Bangalore for his signature and then he will courier it back to me with his sign and then I will get the SD notarised. Will this work? If yes, then whose name should be written as buyer of stamp paper in the SD.

Please advice on both the points guys.
