You need to check the latest qualification exemption list.

If your awarding university AND actual qualification are listed (also check the year date) then the standard of the university and qualification have already been assessed and given the associated equivalent level.
If either are not listed or the year date doesn't match up then you will need assessment via NZQA.
If this is the case you will need minimum PAR to submit an EOI for Residency Visa via SMC.
