Default Importing Car new law ?

We are planning to move out in Jan 2020 I am trying to understand bringing a car over, I have read on the government page that as of 22/03/19 import duty/vat was no longer due on used vehicles imported from within EU

It seems to apply to used vehicles and a used vehicle is one that is 6 months old and done more than 6000km,

Am I right to think that I will only pay the shipping and admin fees, ?

I would also welcome thoughts on importing a vehicle, prob looking at 12k l200 or hilux
