Default New Thai visa regulations, again

oddball mentioned this in another post, and I had heard something about it. I looked on thaivisa.com, and it doesn't have any financial requirements for a spouse of a Thai, other than proof that one supports the other. Yet I met someone who said he was married to a Thai and that he had to come up with a lot of money. So I'm confused.

What was the change?

The latest on visa application ; one man put in a lot of time to come up with the latest formulation neccessary to apply for retirement visa extention , he does state however that applicants must prevail from attempting to analize or contradict the issue and/or the requirements given . Follow to the letter and ensure all bank statements and Embassy confirmations are better made 'ON THE DAY OF APPLICATION 'to comply explicitly with requirements and crusty Thai officers who bend the rules at whim .Get form ( rule ) 606/2549 and REALY read it and meet all of the requirements but still carry any and and all other pertinant information , forms , afidavits etc in your possession as various officers have differing ideas on what is neccessary to comply .Your bank statement of international transfers and actual funds of 800k for the last 3 months is of the greatest importance .It was implicitly implied to get your extension ( by a Thai visa officer ) before Oct 1st because the rules they are a changing , yet again .One other point that could be of interest or pertinant at this point in time , should you purchase an Élite card 'for Bt100.000 you will become entitled to 5 years almost free retirement visa , you can spend your 800k down as long as you replenish it the next year .

An adendum to the foregoing , it seems by public aclaim that many expats are fleeing Thailand for destinations elsewhere due to both the instability of the Thai economy and the anti farang attitude which has become quite evident in the last several years , surounding countries are welcoming them with open arms and genuine smiles . I've met people who are leaving just because they can't cope with the uncertainty. Many have no chance of coming up with 800,000 baht. They came to Thailand originally because it was cheap and they didn't have much money, after all.

Many have given up on the 30-day visa runs altogether, and do 60-day visa runs. Some won't even apply for extensions because the rules there are rather variable. Even those with the one-year visas feel insecure. After all, next year they may ask for 1.5 million baht or something. So even if they like it and can afford it, they get tired of feeling they may be chased out next year.

'Next year 'could be as close as 'Next month 'when the new wave of regulations hit the scene , i feel officialdom is attempting to change the wave into a full blown tsunami to blow all the undesirables away , to cleanse Thailand so they can return it to its former 'Pure'state , expats have a habit of trying to cleanse a country thier way , like ahem , cut out corruption , good god my buddha .
