Your fiancé will have to determine if you're able to get married in Portugal. I know here in France, one of the couple has to be resident in the town in which you get married. It only takes 40 days of residence to qualify to marry in the local town hall, but depending on what town, you sometimes have to reserve your wedding date months in advance.

If you do decide to get married in Portugal, then he'll have to find out the local requirements for a local person to marry a foreigner.

Given that he's already resident in Luxembourg, it will probably be relatively easy to marry there. You may need to have some of your documents translated and you may have to get some documents from the US Consulate in Luxembourg. But the local town hall where he lives can give him the details.

Thank you again Bev! But am also wondering if once married, I will be able to work there as a freelancer like I am here?

As the spouse of an EU national, you have all the same rights as he does, including to work.

OK, to live in Luxembourg and work as a freelancer, you may have to register some form of business (i.e. so that you are registered to pay into the Luxembourger social security and health care system, etc.) but yeah, you can continue to work.

As a US citizen, you will continue to have to file US taxes and all - but once you get the hang of it, it's not that difficult.
