Help with ideas for where to move, list of needs inside!

Hey guys/gals! My wife and I are looking for some help on ideas for where to move. We are a younger family (29 years old, 3 year old little girl) and are looking for the following:

-Has to be tropical and on the ocean.
-Has to have a "stable" government.
-Has to have year round or mostly year round surfing possibilities.
-Has to have good deep sea fishing/diving possibilities.
-Has to still be pretty undiscovered and hasn't hit the requisite "boom" period when prices skyrocket, but there needs to be year round visitors coming there.... (We want a bit of tourism, but not condos/timeshares springing up everywhere yet)
-Have to be able to buy a small restaurant/guesthouse for less than 40kUSD.
-Has to have potential to start a deepsea fishing business with the right local partnership.
-Have to be able to comfortably live on 1k USD a month with above said businesses, supplying food for the family/rent/costs of living/1 car.
-Has to have a decent education system for our baby girl, even if its in another language, kids pick up so quickly, but the education needs to be of some standard...but we can always "touch up" a bit with some distance learning.

I know we are asking for a lot, but seriously if you can think of anything let us know. We are open to living pretty much anywhere in the world that can match those specs. Also, no need to go into detail on various business practices such as hiring locals and the such, as we understand the majority of these laws and are willing to work with them, we understand we won't be doing the majority of the work in most countries. The places we have looked at so far are Puerto Escondido, Mexico(Getting super touristy and a lot more expensive now then when I lived there 6 years ago), Bocas del Toro, Panama....not sure on the education part as well the prices seem to be skyrocketing and now condos are springing up. Those two should give you a general idea though of what we are kind of thinking of.

Just got recommended the Philippines and after a few days of doing some background I can honestly say this looks like the most perfect place for our wants and needs, amazing! If you can think of somewhere else though please feel free to let us know!
