I caught the train from Newcastle to Sydney , Sydney to Mascot cost $2:50 AUD., to get thru the turnstiles into the airport domestic terminal proper cost $8:50 AUD .So yes I realise it happens everywhere , just for a first time international traveller, it took me by surprise. No harm done.

Over time, I have utilized NAIA in Manila, MacTan in Cebu, and the new Airport in Iloilo and have been charged the use fee/exit tax or whatever it is called at all three. The 1st time I was caught by surprise as I was not informed about it, luckily I had enough on hand to cover it. Different amount at each one as they seem to set their own amount to charge. Was told they would accept USD or AUD but at an extra premium over the exchange rate. Almost makes you feel you are in a hostage situation and you have to pay to escape. I have been in and out of the Airport in Brisbane in the past without any extra fees being paid, same as it is in the US.

Swagman is at 411 Flores St in Ermita, Manila.
Caution though as Rod Hegerty has sold the place to Chinese or some such people and now no idea what it is like.. Anyone that stays there please post a trip report on the place for others.
