Default running a business

I've read some of the other posts about moving to Mexico and finding work and that there's a reason Mexicans come to the US and Canada. Can you provide me some information about starting a business when/if we move? We'd like to start a fishing charter (I realize it's not a new idea but we're ok with that). I'm looking for input on whether or not it's viable, and what the legal issues are with it. Can we start a business as soon (or paperwork at least before) as we move there? can that be done with an FM3? Is a lawyer the best way to guide us through this?
thanks

Fishing is a real tricky subject and well controlled. I doubt you could do it without a Mexican partner. Maybe just a tourist business that sends people out on Mexican boats.

Whatever you do plan on at least a 6 month startup time. Focus on the tourist season. Even if fishing is not always the best in the winter - your tourists will enjoy the weather more.

Consider how you will be known to the world

Bring lots of money

That may be best answered at your nearest Mexican Consulate.
