I contacted BofA. Unfortunately, Scotiabank is not in partnership with BofA in Mexico. Maybe it was at one time, but not anymore.

Thanks for the info and welcome to the forum! I plan to open a B of A account prior to my move to Mexico in 2010. There is a branch office of the B of A about 1km from my apartment building. At this time, my accounts are with Citizens Bank which is also located close to my apartment; but Citizens Bank does not have the available ATM's in foreign countries like Mexico, and their ATM user fees are quite high averaging US$3 to US$5 for each transaction. B of A ATM fees are half as much lower than the Citizens Bank ATM fees!

I don't have any Citibank branch offices in my area; I have 5 BofA branch offices within a 10km area of my location. The nearest BofA branch location is less than 1km away on the same street as my apartment building. Can't beat the location!
