Customs duty is a tariff imposed in order to protect indigenous industry. However the tax on petrol, tobacco and alcohol is excise duty which is purely to raise revenue.

just goes too show, I shouldn't believe everything I'm told. ( that particular "gem of misinformation " came from a Spanish guy I met in Hong Kong.

That is nothing, when my friend did his military service in Madrid many of his compaņeros thought that the Canary Islands were situated in the Mediterranean!
