Well, definitely don't come to France, if you don't want to learn a language. I want to learn it but am still finding it very hard to say all but the most simple things, even after being here a substantial amount of time.

Have you considered Germany? Rents are cheap, it's very safe and you can generally get by just speaking English. I'd recommend one of the northern cities, such as Hamburg, Hannover or Koln, for being somewhat multicultural and good with english.

what is the chances of finding work in finacial field like banking please desperate to move but need job with accomodation can do reception work. admin work so could work in hotels or for timeshare companies

What sort of financial work were you thinking of? If you have a qualification in finance, I think you'll find it rare to find jobs with accommodation. What is your background (qualifications) and do you have any languages? That's usually the best way to plan an overseas job hunt.

Ah but retirement is just doing what you want to do when you want to do it - so he may be ready for it but affording it may be another issue entirely

Hello I own a Real Estate company in Cebu City,Philippines, If we can be of any help to you in the future please get in touch, I have a large group of friends here, whom are in all types of employment and we are into many different sporting activities, such as rugby, football, cricket, diving & off road motorcycling I can highly recommend this City.
The expat community is tighter here, the city is much less crowded than manila and there is more of what you would expect in terms of Pacific Island living going on in this part of the Philippines. All that being said, Cebu is becoming a prosperous and sophisticated Industrial / Commercial city as well. You might find that it is the right recipe for the your planned trip abroad.
