Not of much help, but I can "rule out" Italy. People do not speak much english and housing is not very cheap. (but you could perhaps earn a little giving english lessons in language schools 15-25euros an hour to be taxed).

Don't know much about it but Malta is pretty english and I remember hotels were extremely cheap (25euros for a double room-3/4 stars), perhaps housing is too.

From what I read Property would be rather expensive...(but perhaps not so if far away from big cities...but you are too young to retire and not worry about finding work...)

Originally I was thinking Bulgaria or Czech Republic, then I heard they were more expensive and "europeanised" now, so then I thought India or Goa ( but go put of by something about Foreign Nationals not being allowed to buy property there ? ).

So now I'm stumpped again - I'm looking for somewhere to go initially as a more of a visit, then to settle down as stated above.

Any and all advice is appreciated.

If thats all the requirements you require and dont mind damp wet weather for 8 months of the year then i know i have the perfect place for you ,,
on the rental you can get a state owned apartment for that price easily,
Broadband is available,
Whites are accepted so long as they dont enter some areas,
60 % will speak english
Water is safe for drinking and piped in ,
The Apartments were built in the 1940s and withstood years of use so fairly solid .

The place is Bradford in the UK , Paradise to a lot and definately ticks all your boxes
