A quick search yields multiple answers, depending on what you are considering.
Per wiki:
1. Norway
2. Sweden
3. Canada
4. Belgium
5. Australia
6. United States
7. Iceland
8. Netherlands
9. Japan
10. Finland

However, the current world economy has caused major impacts to living conditions in the listed countries.

The US has a varied standard of living from the really inexpensive in the southern states to the more expensive in the far west and the north east. Then your smaller areas have a more affluent area among the less than so.

I live in Port Moody, BC, where we have a population of about 31,000. In recent years we have received many different awards including several from the prestigious UN sponsored international award program.

As a desirable upcoming suburb of Metro Vancouver we are blessed to be able to enjoy one of the highest standards of living in the world in our region.

Vancouver is generally in the top 4 of most independent global ratings for the most desirable place to live based on many different factors.

Here is a recent quality of living index sample.

This helps to explain why the net annual in-migration to our region exceeds 35,000 annually.

The highest standard of living for Caribbean countries is the Cayman Islands (located south of Cuba and Northwest of Jamaica)

I found this online...

"The Cayman Islands under the British Colony have a great standard of living. It is one of the world’s best Banking Centers with first class Scuba Diving and other water sports facilities available. The tourists can enjoy snorkeling with the stingrays or they can relax too on the Seven Mile Beach! By far the cleanest and the most relaxing destinations, it has abundance of amenities coupled with great infrastructure, good systems of communication and above all great facilities. The Crime Rate too is very low in this part of the world. All these qualities make it a great place to be in!"

I AGREE!!!
I'm Canadian, and I love the Cayman Islands. It truly is my Paradise!!!

Wendy

actually, I don't think London has a high standard of living. You still pay outrageously large amounts for a spacious house/ appartment with garden, in a decent area with good transport possibilities. If you also want to live near a good school you have to pay even more.

As it is, you may have the best place to live ever but still face overcrowded, stuffy tubes to get to your work....

we actually moved out of England so our kids could enjoy the great Dutch school system and grow up in the country side....(although the roads get pretty busy here, too!)

greetings

Julia
