Paris is generally seen as the music (and artistic) capital of France, what about Lyon?
Are there many live venues/concert halls/festivals and opportunities to be a freelance musician?

I'd be very surprised if there are people on the Forum that are knowledgeable about the music scene from the business standpoint in Lyon.

You may have better luck going to the OVS Lyon site, joining, and posting a discussion on their Forum: OnVaSortir! Lyon - Le Site - Accueil -
I suggest this because it worked for me in Montpellier.
