Default Legal Help needed against EDF, please help

We are in desperate need of a solicitor who can speak fluent English and also French, who maybe has experience in cases against EDF. The case is against EDF's system of payment being at fault, payment for electric and the men who come to cut off power and the agressive nature they showed. I am writing on behalf of my friend who has been staying at my property near to Saint Lo in Normandy who unfortunately has been the victim of EDF's poor system failiure along with a 6 month old German Shepherd puppy.

I don't want to go into the ins and outs here as it is a personal matter but I can say EDF have made a big mistake, with proof obtained from Barclays bank plc that payment was sent on the 15th August, when EDF came on the second occasion on the 20th of August, when the bill plus the remainder for the year was sent via credit card over the phone on the 15th.

The unfortunate events on the 20th should not have happened due to the fact the men should not have been there in the first place. My friend was right to stress the fact the bill had been paid. Apparently the men were very agressive and demanding, there were 3 of them. The puppy was in the household, heard the shouting and opened the front door Barking.

He then pulled two of the mens trouser legs, no reaction from them, no yelp, nothing, just a puppy pulling on trouser legs. My friend was right to fight his cause and sure, a little raised voice stressing the money had been sent a week prior (with proof from Barclay card services and bank in the uk, including an authorisation code for the exact transaction given).

The men could not provide a letter as there was none stating the power was to be cut off either on the first visit. A few days later there was a visit from the Genarmerie who asked to see the puppies passport and vaccination records. The puppy was purchased in France, from world class breeders and was vacinated against Rabies at 12 weeks of age. The vaccinations of the dog were produced but the pup has since been subject to 3 examinations by the local vet over a 3 week period, with a certificate given for each visit.
Every time the puppy was clear of any problems and seen as a lovable German Shepherd in nature.

We are now in mess as one of the men has claimed he was injured by the puppy and is taking legal steps. The men should not have been there, EDF'S system failiure is in question. We are so worried about the puppy and need all the help we can get.

Please can someone help us with this situation? my boyfriend has been on the phone numerous occasions with the office at Angouleme Charente who admit failiure but now the poor puppy is the true victim.

I can not help with a English lawyer.

Look up the local Chambre des Avocats, and ask around.

With the puppy, there is going to be trouble, because of the new law, where dogs who have bitten have to be reported, and can also be put down.

The law is there, but the décrêts are not out, so it can not be applied in full.

Notwithstanding this will have an impact.The law text:

Hi,

I'm no expert on legal matters, but rather than argue the case based on the rights or otherwise of the workmen to be on the premises, why don't you argue the case on the fact that there is no 'biting' case against your dog.

Did the EDF workman report the 'biting' incident immediately to the police ?
Were there any injuries to the workman that were assessed by a recognised medical party (or the police) at the time ?
Did the workman get any damage to his clothing witnessed by the police at the time of the incident ?

If the answer is no and the workman is relying only on the delayed testimony of his colleagues, I would think that he doesn't have a leg to stand on.

Seriously, good luck, and don't give in.
