I'm sure this was covered in a thread from a few months back but I'm having difficulty finding it.

My problem is that I'm married to a french citizen and my first titre de sejour just expired. Now i followed all the requirements from the contrat d'integration (language, formation civic, etc.) but due to my transfering my ofii dossier from Melun to Lille, i have had both ofii's asking me to repeat certain requirements.

e.g. I did my language check in Melun before the dossier was transfered to Lille, after the dossier was transfered; i completed the formation civic in Lille. Lille's ofii then asked me to do the language check because they had no record of Melun's Language check and Melun asked me to attend a formation civic because they had no record of me attending Lille's formation civic.

I applied for my second titre de sejour on the 30th of june (exactly 3 months before the first's expiry date) and on the 13th of Sept i received a letter from Melun's ofii stating that i was in breach of my contrat d'integration because i never attended the formation civic in Melun (I did make a point to call Melun's ofii before their formation civic where i was told that due to having already completing the formation i didn't need to repeat it.

As of now my titre de sejour has been invalid for 6 days and my new carte hasn't been delivered (the prefecture where i applied stated that the carte would be delivered, i wasn't supposed to pick it up). I have sent a letter to the ofii an the prefecture with photocopies of all my certificates.

Here's the question; Am I allowed to work?

Technically, yes, because you've submitted your dossier. Did you receive any sort of receipt for the deposition of your dossier on 30 June? (I'm assuming you went to the prefecture for this.)

Go back to the prefecture (with copies of the letters from the OFIIs documenting the problem) and ask them to give you a récippissée (a receipt) for the deposit of your dossier.

Though you're technically allowed to work (I think - they keep changing the rules), you may find some employers hesitant to talk to you until you get the actual carte de séjour. If you've been working, there should be no problem.

Yeah, i have the receipt. I was pretty sure i was still allowed to work, the problem just being a lack of paperwork to prove it. Thanks Bev, i knew you'd have the answer ;D
