The VAT on home purchases is a little bit complex. Basically, you pay VAT on the first sale of a newly constructed home and on the sale of a home that has been substantially renovated within five years of the completion of that work. The details and specifics are here (in French): Dans quels cas la TVA s'applique-t-elle lors de la vente d'un bien immobilier par un particulier ? - Service-public.fr

A house completed less than 5 yrs ago, and being sold new or for the first time since the original purchase, is subject to TVA at 19.6%.This is usually included in the price and indicated by TTC (toutes taxes comprises)
