Hi,
We are looking more about the weather at Rouen. Is there any UV presence during summer like in Canada? How harsh is the winter?

Two excellent sites you should know about for weather in France:

Meteo France - Accueil: France

Meteox.com - Weather - European rainfall radar

Meteo will give you the forecast for the next day or two and Meteox is a live action radar to show you where it's raining.

I believe the Meteo site does give UV ratings, though it may be part of the services you need to subscribe to in order to get.

The winters in most of northern France are more wet and gloomy than snowy. Rouen, being part of Normandy, is probably wetter than other areas. But northern France gets very little snow these days - and usually any snow fall melts the next day. There is the occasional ice storm - but again, usually resolved within 24 hours.

I could not find the information about UV index from these sites. However I presume that UV index would be less than at Canada.

On the Météo site, on the main map there is a little yellow quarter circle in the lower left corner of the map. Click on that and it will take you to a prediction of the UV index by region for the day. I'm not familiar with the UV index, but it's clear that it's higher in the SE part of France than up in Rouen. (Makes sense - more beach and more mountains.)
