I would like to know about the presence of Indian community at Rouen or around Rouen, through this forum.

I'm not sure if there is much of an Indian community in and around Rouen, though you might try the page of associations at the Rouen town website. Actu • aujourd’hui | rouen.fr

To be honest, France really pushes new arrivals to integrate and tends to discourage the establishment of ethnic communities as such. That said, there is definitely a "China town" within Paris - but it's actually a much broader "Asian" community.

I do know that Rouen has a large and fairly active AVF (Accueil des Villes Françaises), which is a welcome group for newcomers. Like most associations in France, they are closed for the summer, but in the fall they hold various events to help newcomers settle in and meet others. Accueil Ville France Rouen I know in the Paris area, AVF is the handiest way to meet others - both foreigners and the French - and if there is an Indian community in or around Rouen, the AVF will probably be able to point you to them.
