The procedures have changed as of June 1, 2009. They now require you to apply for a visa in your home country before you come to France to get married (assuming you're getting married in France) or to apply before joining your spouse in France (assuming you get married outside France to a French national).

Best place to start for the specific procedures is the website of the French consulate in your home country. (Each consulate may have their own peculiarities when it comes to the exact process.)
Cheers,
Bev
