This is a new one on me. Looking around a bit, I see that "carte d'immatriculation" is the current term for what used to be called a "carte grise" here - and involves a vehicle registration. OR it can be the card that shows you are registered with the sécu social - like a carte vitale.

If your father no longer has your grandfather's card for the sécu, it's probably too late to get a replacement. What he'll need, however, is your grandfather's registration number - which should appear somewhere on any documents related to his French pension.

Further to my post yesterday, I wonder if the immatriculation number requested is your grandfather's military immatriculation number or matricule. This is comprised of 10 numbers and would appear on any of his military documents.
You could try contacting the Military Archives Centre in Pau who may be able to assist you with this:
