Default Meaning of full coverage

I'm applying for the working holiday visa and my embassy told me that I need to purchase full coverage insurance starting from the first euro. I'm a bit confused with the terms.

Does full coverage mean they cover a wide range of scenarios? Or does it mean they will cover 100% of costs? Does 'starting from the first euro' mean no deductibles? What if there are no deductibles but the insurance company only overs for example 80% of costs? Would this be okay?

Also, any recommendations on insurance companies to approach?

Full insurance means exactly what it says, 100% unconditional cover for any and all eventualities.

The premise is that you cannot and must not be a burden on the French state and potential employers are covering themselves as otherwise they could be held liable for you if you fell ill or had an accident.

What nationality are you ?
