A UK business need not register for VAT if the annual turnover is less than a specific amount, which I believe to be £45000.
In France is this also the case and what is the threshold?

see here and the heading : Dépassement des plafonds:

Le régime de la micro-entreprise en détail

1. Le chiffre d’affaire dépasse les plafonds en vigueur (80 000 ou 32 000) , tout en restant inférieur à 88 000 euros ou 34 000 euros (selon la nature de l’activité).
L’entreprise reste soumise au régime micro pendant une période de deux années consécutives. La troisième année, elle devient assujettie au régime réel, tant en matière d’imposition sur le bénéfice que de TVA.


According to you activity the limits are:

Euro 88,000 Type of activity : entreprises de vente de biens (à emporter ou à consommer sur place) ou de fourniture de logement (locations meublées essentiellement)

Euro 34,000 Type of activity: Services.

Starting in 2009 the limits are 34,000€ for a service business and 88,000€ for a business based on sales of merchandise. These are the same limits for this new "micro-entreprise" regime, which simplifies the payment of cotisations and other taxes.

The catch is that if you opt out of the VAT regime, you cannot deduct VAT you pay on your purchases. Also, you pay both your cotisations (social insurances) and income tax based on your gross revenue (with a flat percentage "assumed" for expenses in the case of income tax). The rates for these vary based on whether you're a service business or a sales
business.
