I did use two of this numbers and would like to share my experience.

123 need a very long time before somebody is answering you. It could be useful to have the number from the closest hospital.

0121110000 is better that what I had expected. We were out of benzene between Cairo and Hurghada in the middle of the night. This was our fault and should not be an emergency but we called this number and they brought us benzene free of charge. Tips are of course welcome.
