Rent rise after 2 years

Dear all,

I am moving to Limassol in a month and I have rented an apartment for 700EUR month. The owner said that after 2 years the rent will rise by 14%. However, I was told by law it is UP TO 14% although the owner insists that it is 14% standard. I was also informed today that the law has changed and states that an increase of maximum of 8% is permissible by the real estate owner after the 2 years.

Does anybody have any information regarding this?
