best university with Software Eng'g course

Anybody here who can advise on a university offering Software Engineering? My son is preparing for this course. He is now in his 3rd Year Senior HS. So, one and one half year to go... off to university and I have searched some universities that we need to submit his application by November this year. I will highly appreciate if you could me insight on the best university that offers this course. Do they have licensure exams, too? Are foreign residents welcome to take this licensure exams?
