Default Quebec Selection Crieria

hi

I am aerospace Engineer. got my degree in India and working for last 11 years and more in the industry. I plan to settle in Canada and preferably in Quebec. I am married aged 34 have two children aged less than 5.

When I under take Online Evaluation at Quebec Immigration Site I meet Selection Criteria even after changing the Language Variable like

First
My Self - French No, English - Intermediate
Spouse - French No, English - Intermediate

Second
My Self - French No, English - No
Spouse - French No, English - High

I meet selection criteria each time even without French, where I heard that the French is must.

Could someone explain this.

I read somewhere that the weighting for language proficiency favors French speakers (ie for English, you can earn up to 3 points in listening and 3 points in speaking, while for French you can earn up to 8 points for listening and 8 points for speaking), but that it is still a possibility to be selected if you do not speak French as long as you have the points required.
