Or they could come to the UK anytime as long as the Tier 2 visa remain valid?

Every visa has a 'valid from' and 'valid until' date on it, so they can arrive at any time between the two. But naturally it makes sense not to delay their arrival unduly, as that will cut into the time they can stay in UK and they will have to renew or extend their visa sooner rather than later.
