Confusion regarding state sponsorship visa.. please help !!!!!

Dear,

i am bit confused about the state sponsored visa , i have completed master degree and got skill assessed but cudn't apply for PR as i dint get 7 in each in IELTS., so i am planning to go for state sponsored visa 176, i should get IELTS b4 may in which 6 month is completed after studies, but i dint get and now i am on bridging visa as i applied for 485 visa (TR)

is ther any body out there who got Pr through 176 to help me ?
i have 110 points total as per new point list

age 30 points
skill 60 points
Recognition of Australian Study 5 points
Qualifications 15 points

so i am short of 10 points, and looking to get 10 points, is there any way to get 10 points, i mean if i get work experience , should i get 10 points and how much experience should i need 900 hrs or 1 year?

or state sponsorship visa, i checked whether my occupation (software engineer) is nominated by some stayes, and got it positive, but for applying visa my question should i go and live in that designated area and then apply for state sponsorship or can i apply for state sponsorship after my TR is granted and after getting sponsorship only i have to move there ?

and also in some immi agent sites i saw that we should show some asset $20,000 foe state sponsorship, is that true?Any one who had undergone similar experience please help me ?? Any help will be greatly appreciated! i am in big trouble... so kindly help me

NT (At least three years of post-qualification experience.
IELTS score of average 7.0 or higher. Must have IELTS 7.0 in speaking)

please any one can advice which one is best
