Default what do these dates mean:

At first, I thought it was a typo but I see diac's website has it written twice:

New points test for skilled migrants effective 1 July 2011 –6 June 2011.

The new points system is valid from July 1 2011. The update itself was posted on June 6 2011.

As Ausimmi pointed out, 1-July-11 is the effective date and 06-June-11 is the publication date of the document.
