Default Region Specific/rural sponsorship

Could not really find this on the timeline link, If the skilled independant visa takes one year to 14 months, how much does the region specific visa takes? I was told that it takes lesser time, though there are restrictions but its just 2 years of being stuck to the city/region.
I got some issues that i can not handle here, it would be best to leave asap. and I think once we do apply for the visa i might want to go for the area specific if we save a lot of time.
I know I suggested a lot of people that skilled independent is not really happening since one is bound by the restrictions, but i do not see any other way out.
Our ACS has been approved, IELTS hopefully will be cleared in a month's time.
If at all we have to live in Victoria or NSW, we might as well take region specific, live there for two years and then move on. and I dont see any other place as an option with Loads of IT opportunities.
I plan to talk to my partner tonight about this.

Just read the these regions are Excluded from the regions one can go for: Sydney, Newcastle, Wollongong, the NSW Central Coast, Brisbane, the Gold Coast, Perth, Melbourne or the Australian Capital Territory.
whats the point and what a waste of time.

Have you looked into state sponsorship? There the only requirement is that you stay within the state for two years.

See, for example, these sites for Victoria and NSW

Plus it can't be impossible to get the sponsorship because I applied for the State of Victoria sponsorship and was successful

Sponsored application get "priority" processing with the official timeline being 7 months.

WILL CHECK, thanks for the links, but state sponsorship means you are not permanent, which further means you will not get the benefits for medical & Centrelink?
Also, once you finish 2 years, you have to go through the entire process again for Permanent Resident Visa?
I am confused now, what are the pros and cons, can anyone tell me?
And you say it takes 7 months, which means about 3-4 months less than the permanent resident visa.
what happens after the 2 years? also, these states do not include sydney, brisbane and Melbourne, which are the IT hubs, which again means incase you are not able to fetch a good job, you will be in trouble since jobs will be less as compared to sydney and melb.

No, they're permanent. From the Victoria site:
The Skilled - Sponsored visa and Skill Matching Schemes are for skilled migrants interested in living in Victoria who have a skill on Victoria's Skilled - Sponsored Eligibility List. These visas provide permanent residency with the ability to apply for Australian citizenship.
AFAIK, Pros would be:
- quicker processing
- lower score required (100)

Cons:
- you need to get the sponsorship; basically you need an occupation that they consider to be in demand in the state
- you need to stay in the sponsoring state for 2yrs

And yes they do include Melbourne, Sydney etc. State sponsorship is just that, state - nobody cares where in the state you live. Regional sponsorship is a different beast and that, for example in Victoria, excludes the greater Melbourne area.

eligibility to apply for the citizenship, but then you do not get benefits like medical etc. also, from what i have read, melbourne and sydney are not the participating regions. i mean, are you sure about melb and sydney? i doubt.

Yes I'm sure. It's just that state sponsorship and state regional sponsorship are two different things. The latter typically excludes big cities.

Systems manager seems to be on NSW's list (see this page), but I don't know if your specialty falls into the required ones..

You also get the benefits etc, no difference there. Of course, as with all visas, you don't immediately get unemployment benefits.
