Please advice about teaching registration and PR

hi, I am in melbourne on spouse visa, had my Bachleor of Commerce and Bachleor of Education degree and 6 years of primary teaching exp. in India.

Q.1 for teachers registration VIT needs IELTS 7 each, but i unable to score that , can they provide me provisional registration and is that provisional reg. allows me to file my PR

Q.2 should i study M.ed in Australia and apply for registation, because in thier form they said that " if you completed you education in australia you do not need Ielts"

or they going to ask me because i have done my previous degrees form india.

Q.3 iam confused how to choose course for

Special Education Teachers Nec - 241599 assessed by VIT
Special Needs Teacher – 241511 assessed by Vetassess, do i need registration for that too?
if i want to study what should i do?

please guide me, if anyone has gone through with that
