SS without ACS Result

Can you apply for any state without ACS result/letter?

if answer is yes which state does not ask you to provide the acs result/letter?

most of the member have their acs results awaited and wanted to apply for 176 as soon they get their acs results.

what nominated code you will apply for ? You must have ACS letter.

ok, i've seen in some posts that you can apply for ss without acs letter. but after going through each state site, i see we cannot.
