Default Citizenship rule of 4 years

Citizenship rules state:
You must not have been absent from Australia for more than 1 year during the 4 year period, including no more than 90 days in the year immediately before applying.

So if I live in Australia for from 2011 to 2015 but remain absent for 11 months between this period and my actual total stay in Australia is 3 years and 1 month, will I be elligible to apply for citizenship?

If you only start living in AU in 2011. Then NO because you haven't accumulated net time of 4 yrs.

If however you have 4 yrs accumulated then the answer is:

11 months outside of AU in years 2011,12,13: Yes, still eligible.

11 months outside of AU in 2014: No, because you were outside of AU > 90 days in the last year before applying (you would apply in 2015 so you were outside > 90 days in 2014).

It might be better if you write up a sample timeline of when you are in AU (month and year) and when you are outside of AU (month and year).

i.e.
Jan 2011-Mar 2012: In AU
Mar 2012-May 2012: Outside AU
June 2012-August 2013: In AU

Make the In AU time add up to 4 yrs or more.
In the last year make sure you are In AU > 9 months.

Also note if you are in any country > 12 months outside of AU you'll also need a PCC for that country when you apply for AU Citizenship.

You don't have Citizenship until you attend a Citizenship ceremony and receive your Citizenship certificate, this can be several months (4-6) after you have accumulated enough time resident in AU, applied for Citizenship and passed your Citizenship test.

Thank you for your great response.

Actually my question is about the bolded part below:

You must not have been absent from Australia for more than 1 year during the 4 year period, including no more than 90 days in the year immediately before applying.

Consider this:
I lives in Australia for
  1. Year 1
  2. Year 2
  3. Year 3
  4. Year 4

But each year, I live one month out side of Australia.

At the end of fourth year, I would have spend 3 years, 8 months in Australia and 4 months outside of it; now will I be elligible to apply for citizen ship at the end of 4th year.

Depends actually on what the exact dates are. I would go and put it in this calculator.
