formal/informal apprentiship HELP PLEEEASE

hi. can anyone help.
our son of 20 is hoping to come to oz with us in oct. obviously as he is not a dependant he couldn,t 'tag' onto our visa which we have now got, the problem is what do we do about our son, we were given bad advice by our agent whp at the time of us applying said not to worry about it as under 30 he could just go on a working holiday visa. well this is no flipping good to us, now i have looked into it instead of just taking their word for it there are far to many restictions. he has worked since leaving school as a commis chef and attended college thro his employers once a week and got level 2 & 3 NVQ catering and hospitality. he still works for the same employer although he no longer attends college. would this be classed as a formal apprentiship, informal ? or vocational ? maybe i am being a durrrr ? looked on tra web site and i,m totally confused
