Default is your visa application rejected if not processed within the quota for that year?

Does anyone know what happens if your visa application is not processed within the immigration quota for that year?
Is your application rejected, so that you have to reapply? or do they keep it and put it in the pile of applications for the following year?

I will be bottom of the pile for the 175 visa & I am worried that with the quota having been reduced they wont get to my application before the quota runs out!

It is not rejected. It is put into the next program year.
