Default CERS certificate for NZ citizen
I am a New Zealand citizen wanting to get a Cerftificate of Evidence of Residence Status, or CERS, certificate, because I want to show my permanent residency status at around 1997, because I'd like to apply for the Former Resident Visa.

The forms for CERS say that "New Zealand citizens who have not applied for and been granted a permanent resident visa cannot be issued a CERS," which includes me, since the government changed the law at around 2001 and issued New Zealand citizens with a temporary visa (special category visa 444), instead of giving them their usual permanent residency.

Has anyone been in this situation before? How did you get your certificate?
