Should I write in paragraphs or use bullet points?

Both if it calls for either. You need to ensure you are fully descriptive in how you meet, understand, have knowledge & experience in that criteria. Which means some can be bullet points, ie your qulaifications. But most will need in depth descriptions that just won't work with bullets.
