Marriage certificate is needed. It needs to be issued by govt and it had to be attested by notary.

I am not sure about marriage certificate. Getting marriage certificate is very easy. You need to go to registerar office near your place and provide the proof of your marraige. You can get it within 1 or 2 weeks.

From my experience I can tell that, I just submitted the English translation of the original marriage certificate issued by the Religious Authority (which I am going to assume is same as Temple Certificate in your case). So as long as you have any proof of marriage issued and attested by notary you will be fine I guess.
