Part four states to input your US income tax liability for the last five years for expatriation in 2014. Since I lived in the US and paid federal from my W-2 earnings (and got a refund), does this mean my taxes are for NY State alone or are they "0" for US federal?
It's unlikely you got ALL your W-2 withholdings back as a refund. What they're looking for here is how much was withheld but not refunded. (I.e. on your 1040 form, on line 61 you calculate your "total tax" and then subtract whatever was withheld in order to calculate your refund. They want that line 61 figure, before you calculate your refund.
