This demand for a certified copy of a passport is very tiresome since I travel only on my national ID card. The link provides no guidance for that, but I imagine a copy of the ID card certified by the local authorities of my country (Switzerland) will do. We obviously don't have an embassy in our own country; it's the local authorities who issue passports and ID cards.
This isn't unusual: UKBA writing rules that imagine every country is run like theirs. Still, even the UK doesn't have an embassy in Britain!
