Default including family members to PR application

so it's good news for my brother who just got promoted at his work place. although he is currently on his 457 visa, his employer has agreed to support his PR application.

his new role is on the SOL.

so because he is applying for PR and not meeting the 2 year residency rule to be exempt from having a skills assessment, we now know he will have to get one done by ACS.

Ok, what we need to understand is, can he include me his sister (married with child) as a dependent on his PR application - if not where does it state this?

Is there a form he has to fill out to PROVE he will be able to financially support me my husband and infant child?

when it comes to financial support from the applicant (my brother), is DIAC expecting the applicant for a whole year for example?

I've read booklet 5 and no where does it state that the dependent must be UNMARRIED
