It does definitely. But thats not mandatory for you to be eligible for SS. This will be an additional weightage to your application and assurance for the NSW govt to believe that you will definitely stay in NSW for your work as you got a confirmation from an employer for a job offer in sydney (Post

But generally, From offshore based on the skills assessment and work experience you should be able to apply and get it assessed by the NSW State Sponsorship team.
