It works like this:

If you are working for a company which has an office in Australia, they may move you to Australia depending upon the vacancy.
But if you are applying to X company in Australia from overseas and it doesnot have presence in your country, it is next to impossible that they will entertain you.
If you are applying to X company in Australia from overseas and they have the presence in your country, they will entertain you and ask you to come for interview in your country's office if and only if it is impossible for them to fulfill their requirement in Australia.
Normally European companies with presence in Australia move their employees here. I have rarely seen this in South Asian companies/countries.
