I actually think what your friend in MEL could do is illegal. If you're not going to actually work for the company then the documents he supplies to prove the position (i.e. a contract for employment) would be fraud.

As for SA governement, please keep applying for jobs and document this, then present this to SA that you've tried and not found any openings. In that case they can let you work in a different state.
