Welcome to the forum Faye,

1. In current point system you need 110 points to pass if you apply for 176 State sponsored visa. so, if you are able to make 115 then you should be safe. You may have to apply to state willing to sponsor your husband's skill. They have a nominal fees ($200-400) and they take about 2 months to process sponsorship application.

However, the migration rules are going to change this July. the required points to pass on new system would be 65. Please access your husband under new system as well. If he is able score 65 or more under new system, then he may wait till July. for details look in immi website search for July changes.

2. There are quite a few immigration (MARA) agents on this site as well. You may search for SOMV (veronica) etc. they do analyse your case before committing.
