If your mother in law is flying Emirates then you can sort out the visa through them. Go to their office at DNATA on SZR near to the Metropolitan Hotel. If not Emirates then you are probably stuck with dealing with immigration yourself. Might be easier to just set aside a few hours and camp out in the immigration dept til its sorted.

You can sort out e-gate cards at DNATA or immigration at the same time.
