Correct - the weather can be very hot for a period of time ( I think early June until end of Sept are hot- with July + August being the hottest)

You are looking at temps in the mid- high 30's right up to high 40's-and yes, I've seen 50 degrees too!!
I find the heat is bearable, it is the humidity that is the killer!

Dubai, and the emirates as a whole is suitable for families. (we have 3 kids)

My kids dont sit around and play computer games all day - wouldnt matter where we lived in the world.
A lot of schools run summer camps, with lots of activities for the kids, play centres in malls etc for smaller kids, or swimming etc (morning/late afternoon), or be adventurous at home...crafts, games etc.
