I am sorry, but I have to contradict you. EU-citizens CAN take other EU citizenships WITHOUT losing their own, so you can be French and German at the same time.
It is true that only nationals of that particular mamber state will be able to vote in national elections. Also, certain jobs in the public sector that have to do with exercising national jurisdiction can also only be had by nationals. Other than that you have exactly the same rights
