Yes there are livery facilities and horse riding is availabe at Arabian Ranches, Dubai Equestrian Centre (Nad Al Sheeba), and also at Jebel Ali Equestrian Centre in Jebel Ali.

Sharjah also has an equestrian centre.(and Im sure I read once, that was one in both Ajman and Umm Al Quwain)
